| Agree based on the photo he appears unbalanced but if you only went on looks thousands of potential winners would be culled.
No one can predict the outcome of a pairing, the only certainty is that two true blues will only breed blues.
There are numerous different possible gene pairings when the pigeons mate, this gets greater when two different families are involved.
I found the best part of breeding was anticipation because of the uncertainty and expectations.

If he is well bred he will carry all the genes of the family, the good the bad and the indifferent, tis the anticipation Goerge that make the day, give it a go with a good well bred partner. On looks, seen far better townies.
If a pigeon, however bred, does not have the ability in the first place no one can make a silk purse etc; and those that have come in all shapes sizes and colour.

There are three of them George, the dark chequer and the red chequer, along with the blue. All three to me appear unbalanced. Compare them with the chequer pied and the other blue, left hand side. In my years in the sport found families of various colours builds looks at odds with each other but all had good bad and indifferent members. As I liked showing I went for good looking and good handling pigeons that also performed on the road, it took time but was worth it. Friends and thousands of others just went for performance only and did as well or better at racing. Not bothering about theories etc; To me it was the entire involvement from start to finish that made my day. Just try different pairings George tis the anticipation that makes the day. Good luck.
