| hi david , i would say use some of them long pincer plyers there like normal plyers but long thin cutters gets under the ring snip a little bit at a time . |

| I have an tool for cutting panels off in the body shop its an ossolater the blade vibrates cutting anything hard but not flesh, same as the tool they use to cut your plaster off in hospital, cute ring off perfect without touching the leg. |

A good pair of nail/toe clippers will do the same job, I have a pair in my medicine cabinet to do the above & to to clip the pigeons nails at differant times etc. ***** |
